Facility tool is automatically installed when "Full Driver" is selected during the driver installation.

A tab will be added to the "Printer Properties" window from the "Devices and Printers" Control panel page.

It is important to note that User Account Control (UAC) must be disabled on certain versions of Windows (typically 32 bit versions).  The 3rd page of the driver installation will note (User Account Control Disabled) next to the versions of Windows that need UAC disabled to have the Facility Tool functionality.
